In SoulSilver, there are two locations where you can find Teddiursa:
Route 45 Mt. Silver
Location 1: Route 45
Route 45 can be found south of Blackthorn City. Upon arriving at Blackthorn City, simply take the bridge to the bottom-left of the Pokémon Mart, and you’ll arrive at Route 45. Interestingly, you can only enter this route from the north. This is because of all the downward-facing ledges, which means you can’t really go back up easily. Once you jump over the ledges, you have to fly back to Blackthorn City to enter it again. A river flows right in the middle of the path, but you can’t use it to Surf back up. Fortunately, you can find wild Lv. 20 Teddiursa in all of the grassy patches here on Route 45. There’s a 10% chance of encountering one, regardless of the time of day. However, you have to be patient. Because the chance of running into Geodude and Graveler is much higher at 85%. Personally, I saw one Skarmory – which has a lower encounter chance at 5% – before seeing a single Teddiursa.
Location 2: Mt. Silver
Once you’ve unlocked Kanto and gotten all 16 badges from both regions, you can also find Teddiursa hanging around in Mt. Silver. If you’ve already visited it once, you can Fly to it from Johto anytime you choose. If not, you have no choice but to go by land. Here’s how you can reach Mt. Silver if you can’t Fly to it yet.
Step 1: Victory Road
The first step is to Fly to Victory Road. Although Mt. Silver is technically still part of the Johto region, the only way to enter via land is through Route 28, which is right beside Victory Road in Kanto. Upon arriving, go inside the building and take the path to the left. This will lead you to Route 28.
Step 2: Route 28
Once you’ve entered Route 28, just continue on the path going westward. You’ll eventually arrive at the foot of Mt. Silver, where you’ll find a Pokémon Center and an eager photographer. To navigate Mt. Silver, you need to be able to use the following HMs
HM03 Surf HM07 Waterfall HM08 Rock Climb
But since you can find Teddiursa on the first floor, you technically don’t need HM moves just to catch one. Of course, if your goal is to get to the top of the mountain and find a higher-level Teddiursa, make sure you double-check your party at the Pokémon Center before going inside the cave entrance.
Step 3: Getting Into Mt. Silver
Just like on Route 45, you have a 10% chance of finding Teddiursa in Mt. Silver. However, the level depends on where the encounter happens. If you just want to get a Teddiursa at any level, you can keep walking in circles in this small area beside the body of water until you find one. If you want a higher-level Teddiursa, you have to be able to access the other locations inside Mt. Silver. Fun fact: you have a higher chance of finding Teddiursa’s evolved form, Ursaring, in all four locations inside Mt. Silver. Ursaring has a 20%-30% chance of appearing, depending on the exact location. If you’re interested in a Lv. 48 Teddiursa, you need to use HM moves to climb the rocky wall. This will allow you to exit the cave and get to the mountainside area with tall grass (pictured above).
